Can get medical treatment without an ECHS doctor prescription?

Yes, but it depends on whether the treatment is an emergency or a planned treatment.

For a planned consultation, investigation, or surgery at an ECHS-empanelled private hospital, you should normally follow the ECHS referral process through your ECHS Polyclinic. The current ECHS referral guidelines also provide specific rules for consultations and investigations after a referral. 

1. In Case of a Medical Emergency

If the patient has a genuine emergency or life-threatening condition, you do not have to wait for a routine ECHS referral before going to the hospital.

You can go directly to the nearest hospital, preferably an ECHS-empanelled hospital. ECHS's official guidance states that emergency treatment can be taken directly when the normal referral process cannot be followed. 

At an ECHS-empanelled hospital

• Show the patient's ECHS Smart Card.

• The hospital should provide immediate emergency treatment after confirming ECHS membership.

• The empanelled hospital should inform the concerned ECHS Polyclinic about the emergency admission at the earliest, with the official emergency-treatment guidance specifying no later than 24 hours.

• The hospital should not collect payment from the ECHS beneficiary for the eligible emergency treatment. 

• Once the patient's condition is stabilised and further planned treatment is required, the normal ECHS referral process may be followed.

The ECHS brochure also states that in a direct emergency admission to an empanelled hospital, the referral must be obtained within 48 hours from the Polyclinic. 

2. For Planned Treatment or Surgery

If the treatment is not an emergency for example, a planned operation, routine specialist consultation or elective procedure do not simply visit an empanelled private hospital without referral and assume that ECHS will pay.

The safer and proper process is:

1. Visit your ECHS Polyclinic.

2. Get evaluated by the ECHS Medical Officer.

3. Obtain the required referral.

4. Visit the ECHS-empanelled hospital.

5. Carry your ECHS Smart Card and referral.

6. Confirm the treatment/procedure with the hospital's ECHS desk before admission.

ECHS's official brochure states that the Smart Card and referral form are to be produced at the empanelled hospital reception for treatment. It also states that payments made by an individual to an empanelled hospital in violation of ECHS policy may not be reimbursed.

Important : Do Not Pay the Empanelled Hospital Yourself Without Confirmation

For eligible treatment at an ECHS-empanelled hospital, you should not assume that paying the hospital yourself and claiming reimbursement later will be accepted. ECHS specifically cautions that payments made in violation of its policy may not be reimbursed.

Therefore, for a non-emergency planned surgery, getting the proper ECHS referral before admission is the safest approach.
