Eligibility of Ayushman Bharat Yojana for Rural Areas
The following families can access PMJAY health cover in rural areas:-
- Households without shelter
- Scheduled Cast (SC)/ Scheduled Tribe (ST) households
- Particularly vulnerable tribal groups
- Legally released bonded labourers
- Families working as manual scavengers
- Beggars or people living on alms
- Families without adults between 16 to 59 years
- Families without an adult male between 16 to 59 years
- Households with at least one disabled family member and no non-disabled adult member
- Landless households that earn a major part of their income working as casual manual labourers
- Families living in one-room houses with kutcha roofs and walls
Eligibility of Ayushman Bharat for Urban Areas
According to the National Sample Survey Organisation, before PMJAY, 80.9% of urban Indians had no healthcare insurance. Furthermore, approximately 9% of the urban population borrowed money to pay for healthcare expenditures. In urban areas, families eligible to receive annual funding of up to Rs 5 lakh include:-
- Ragpickers
- Domestic workers
- Beggars
- Washerman, chowkidar, mechanic, electrician, repair worker, assembler
- Sweeper, sanitation workers, gardener
- Cobblers, hawkers, street vendors, and other service providers on the streets
- Tailors, handicraft workers, artisans, home-based workers
- Plumbers, masons, porters, weldors, construction workers, painters, security guards, coolies, and other head-load workers
- Peons in small establishments, shop workers, helpers, assistants, delivery assistants, waiters, attendants
- Drivers, conductors, transport workers, cart pullers, rickshaw pullers
The Ayushman Bharat Yojana eligibility list does not include those:-
- With a decent solid house
- With agricultural land of five acres or more
- Who are government employed
- Who works in government-managed non-agricultural enterprise
- With a two, three, or four-wheeler or a motorised fishing boat
- With merchandised farming equipment
- Who have refrigerators and landlines
- Who have Kisan cards with Rs 50000 credit limit
- With a monthly income above Rs 10000
States/UTs Covered Under the Ayushman Bharat Scheme
A total of 33 states/UTs in India have implemented the PMJAY scheme. The scheme is completely government-funded, and the costs are shared among the Central and State governments as per the ratio decided by the Ministry of Finance. Furthermore, the states and UTs have the flexibility to implement the scheme as best suited for their local situation. Thus, the states can implement the Ayushman Bharat scheme in insurance, trust, and hybrid mode.
- Insurance Mode: Under the insurance model, the state government pays a premium to the insurance companies that administer and pay the claim.
- Trust Mode: Under the trust model, every state forms its own trust that not only manages and administers the scheme but also pays the claims.
- Hybrid Mode: Under the hybrid or mixed model, a part of the premium is paid to the insurance company, and the balance gets pooled into a trust.
Additionally, the State government can alter the scheme specific to their state/UTs. For instance, earlier, the Ayushman Bharat Yojana in Rajasthan provided a cover of Rs 20,000 for general illness and Rs 3 lakh for serious diseases. Now, the cover has increased to Rs 50,000 for general illness and Rs 4.5 lakh for serious diseases.
